NEW DELHI: The three by-elections to the West Bengal assembly scheduled for February 23 could be the first test for chief minister Mamata Banerjee's Trinamool Congress that assumed office in May 2011 with a massive mandate, ousting the 34-year-old Left regime, on whether its popularity continues or has started to wane.
Since the by-polls will be followed by panchayat polls in the state, slated for mid-year, the results are expected to impact the panchayat elections, feel TMC insiders.
